Memorandum as to The Election of Verderers. March 1902. E.C.L.K.

Author: E.C.L.K. [assumed to be Ellis Cunliffe Lister Kay of Burley Manor, Ringwood]
Description: Printed memorandum addressed to the Court of Verderers seeking their opinion on 'who are the persons entitled under the New Forest Act 1877 to vote at an election of Verderers'. The point in question appears to be whether voters on the Electoral Register residing in those parts of civil parishes which fall outside the perambulation have or have not the right to vote at an election of Verderers. The number of those enfranchised within and without the perambulation are listed on the last page, the number of those within being smaller than the number of those falling outwith the perambulation. The author also comments that the Court of Verderers had no jurisdiction outwith the perambulation, thus, would have no jurisdiction over those enfranchised to vote who by their geographical situation were outwith the perambulation. The memorandum also describes the co-option of a Verderer by the Court of Verderers. The author in conclusion draws attention to the parish of Eling where only 66 voters fall within the perambulations of the Forest whereas 1132 fall outside.
