Description: Typed letter written under the direction of Mr Stafford Howard who had enquired on the subject describing how a ditch had been dug without permission from the Crown and that sewage effluence from new residential houses were polluting the river contrary to Section 3 of the Rivers Pollution Prevention Act 1876. Reference to a letter of 24 ult is made and Mr Howard's proposed regulations for the New Forest which are then quoted. Reference is made to Mr. Chandler's subsequent letter in which he had stated the Verderers had already dealt with similar cases, thus, Mr Howard suggested that the Verderers should deal with this case and that he 'will favourably consider any proposal such as that made in your letter of the 24th ultimo, now under reply, for the purpose of claring the ditch'. There are notes in blue crayon, underlinings in black ink, and words written on the reverse of the letter showing through to the front: 'The discharge upon the Forest must be justified or else it is "a trespass within the Forest" whatever it is. the Court says the ditch was cut without any authority from the Crown. It seems that if this ditch contains matter "prejudicial to health" the Parish Council _____ constituting a nuisance' - undeciferable - but ends with the comment that the PC can complain to the CC. Attached handwritten notes are difficult to read but include questions and answers and to precis the authority/remit of the Parish Council and the District Council.
