Description: News received by telegram and subsequent letter from Mr Scott Montagu that the Military Manoeuvres Bill did not pass the Standing Orders Committee of the House of Commons and has therefore been withdrawn from the session. The writer also adds that Major Kinlock has not submitted his report and because of the foregoing news is unlikely to do so.
