Nature of request: [Petition in 4 parts].1) It is complained that although it was ordained by the council that so many men-at-arms were assigned to the defence of Southampton, those from Berkshire have not come because the earl of Arundel and his lieutenant will not allow it without a writ, and those from Hampshire and Southampton and its surrounding country have not come to the great discomfort to all those residing there.2) It is complained that the sheriff and arrayers of Hampshire are not attending to making the people come to the defence of Southampton as they have previously done, and as the council agreed because no order has come to them from Chancery. In addition the people of Romsey who should come have been directed to go to Hurst if the enemy arrive at Southampton.3) It is complained that the religious are not included in an assessment for the enclosure [fermeson] of the town, the abbeys of Beaulieu and Netley being discharged to the ruin of the enclosure.4) It is complained that Roger Norman has purchased a writ rebating some of the sum for which he was assessed for the enclosure [fermeson], but that in these cases the people intend to be discharged of their payment to the delay of the enclosure.A remedy is requested on the above defaults, and that money be ordered hastily for the enclosure as they have no money to pay for the works, and are in arrears to £60 because the covenants in the indenture have not been performed as was agreed in right of the armed people Beche has signified to the council that he is not able to reside in the keeping if the defaults are not quickly remedied.
