Description: Folios 461-463. To: The Local Government Act Office. From: George Bailey, Clerk to the Luton Local Board, Luton [Bedfordshire]. Subject Matter: Letter referring to a proposal to obtain a Bill for the erection of waterworks in Luton, which was not approved by the inhabitants and the Luton Local Board, but which was dropped. Bailey states that this scheme has again been put forward and notice given of the intention to apply for a Bill by the promoters solicitors. He gives reasons why these waterworks are not necessary in the town, and that they have taken means to oppose the Bill. He asks whether the Local Board can charge the costs of opposition on the General District Rates and whether it can be legally charged on the rates of the Local Board themselves erecting waterworks, and under the powers vested in them would there be any difficulty in obtaining the sanction of the Home Secretary to a loan for that purpose.
