Subject Matter: Letter referring to Williamson's client, who is a builder and also a member of the Luton Local Board. Bailey gives details of his case and also to another case respecting notice given for certain works to be carried out and where there was no contract in place to carry out certain works, and he asks whether either of these cases come within section 19 of the Public Health Act 1848.
