Description: Folios 253-254. To: The General Board of Health. From: George Bailey, Clerk to the Luton Local Board, Luton [Bedfordshire]. Subject Matter: Letter requesting advice with reference to the Public Health Bill 1855 on whether owners who are entitled to claim exemption from rates under section 89 of the Bill if their premises are not occupied. Bailey gives an explanation of the difficulties of this being implemented. He also calls attention to the subject of Local Boards been given power to sue in the Superior Courts optionally with Petty Sessions for rate charges and levies incurred under the Public Health Act 1848 in the same manner as the Nuisances Removal Act. He refers to the instances where the sum is over £50, but that in small cases the remedy would be before the Justices in Petty Sessions.
