Description: Folios 220-221. To: The General Board of Health. From: George Bailey, Clerk to the Luton Local Board, Luton [Bedfordshire]. Subject Matter: Letter referring to High Town, Duke Street and Burr Street within the boundaries of the Luton Local Board. Bailey explains that the majority of the owners of property within those areas of the town are comparatively poor and most of the properties are overcrowded. He further explains that the Luton Local Board are about to sewer this district, but none of the streets are paved and is in a very dirty condition, and in consequence of the sewers being laid down the streets are almost impassable, and there has also been contagious and other diseases prevalent in some parts of the district, particularly among the labouring poor. Under these circumstances the Local Board have been requested to obtain a loan for discharging the expenses of the sewering and paving etc., which is so urgently required. He adds that with regards to the other parts of the district of Luton, the Board have carried out an extensive amount of sewering works and paving without adopting the borrowing powers of the Public Health Act 1848. He therefore asks on behalf of the Local Board for consent to borrow on the rates, a sufficient sum for paying for the proposed works to these streets.
